What is the inspector looking for during an inspection?

During an inspection, the inspector assesses 13 key areas to ensure compliance with HUD's Housing Quality Standards (HQS) as outlined in 24 CFR § 982.401. These areas are:

1. Sanitary Facilities: Ensuring bathrooms are clean, functional, and have proper ventilation.
2. Food Preparation and Refuse Disposal: Checking kitchens for cleanliness, functionality, and proper waste disposal.
3. Space and Security: Verifying that there is adequate space and security for all occupants.
4. Illumination and Electricity: Ensuring proper lighting and safe electrical systems.
5. Thermal Environment: Checking heating and cooling systems to ensure a comfortable living environment.
6. Structure and Materials: Inspecting the building’s structure and materials for safety and stability.
7. Interior Air Quality: Ensuring that there is no presence of harmful pollutants and that ventilation systems are working correctly.
8. Water Supply: Verifying access to clean and safe water.
9. Lead-Based Paint: Checking for the presence of lead-based paint, especially in units built before 1978, and ensuring compliance with safety standards as per 24 CFR § 35.
10. Access: Ensuring safe and accessible entry and exit points for all occupants.
11. Smoke Alarms: Checking that smoke alarms are installed and functional in all required areas.
12. Site and Neighborhood: Assessing the surrounding site and neighborhood for safety and livability.
13. Sanitary Conditions: Ensuring the overall sanitary condition of the unit and surrounding area.

These inspections are conducted to maintain safe, decent, and sanitary housing for all participants in the Housing Choice Voucher program.
