The responsibility for fixing items that fail an inspection is shared between the landlord and the participant. Each failed item will have a designated responsible party indicated in the inspection results letter.
This designation does not necessarily indicate financial responsibility but rather who is accountable for ensuring the issue is addressed. For example, if the landlord is responsible for fixing a broken bedroom door, the landlord can choose to repair and pay for the door, charge the tenant for the repair, or require the tenant to repair it.
Regardless of the arrangement, all failed items must be corrected before the scheduled re-inspection date to ensure the unit complies with Housing Quality Standards (HQS).
