HUD establishes Housing Quality Standards (HQS) at a national level, which all housing authorities must use to ensure that housing units meet minimum health and safety requirements. These standards cover key areas such as sanitation, safety, and maintenance.
In addition to these national standards, each housing authority, including the Long Beach Housing Authority, can adopt additional local inspection standards. These local standards can address specific concerns or requirements relevant to the local area and must be detailed in the Long Beach Housing Authority’s Administrative Plan.
This means that while HUD provides the foundational requirements, the Long Beach Housing Authority can implement more stringent or specific standards to better meet the needs of the local community. For more details, refer to the Long Beach Housing Authority's Administrative Plan and HUD regulations in 24 CFR § 982.401.
