Your escrow account in the Family Self-Sufficiency (FSS) Program begins to accumulate funds when your earned income increases beyond the level recorded at the start of your FSS Contract of Participation. The effective start date of your FSS Contract—and thus your escrow account—hinges on the most recent certification of your income, which must have been completed within the last 120 days. If you have not undergone an annual or interim recertification within this timeframe when you sign up for the FSS program, a recertification will be necessary to activate your contract and start your escrow savings.
